custom_sea_level is a variable of Openttd.cfg file:

Specifies roughly the percentage of the area covered by seas and lakes on a new map, if the quantity_sea_lakes variable has got the value "4" (custom), or, if in the game, in the World Generation window Custom is selected at the setting Sea level.

Valid options: [ 1 <= n <= 90 ]

Default: 2
