custom_sea_level is a variable of Openttd.cfg file:
Specifies roughly the percentage of the area covered by seas and lakes on a new map, if the Quantity sea lakes variable has got the value "4" (custom), or, if in the game, in the World Generation window Custom is selected at the setting Sea level.
