There are four transport modes in OpenTTD: Rail, Road, Sea and Air. Each has its own construction method.

Railway construction - Build train stations, connecting railway track, and Signals for Trains.
Roadway construction - Build either bus stations and truck stations, and connect them with roads for Buses and trucks.
Waterway construction - Build Water Transport Tiles, buoys, Water Transport Tiles for Ships to follow.
Airport construction - Build Airports and direct planes between them.
